Since Krishna desires to enjoy unlimitedly, He manifests an unlimited number of unique living beings so that He can enjoy an unlimited variety of unique loving relationships. Krishna does not have to personally manage anything. He accomplishes all management through His innumerable expansions. This fully frees Him up to do nothing but unlimitedly enjoy an unlimited number of loving relationships with an unlimited number of living beings.
